Look-up ISO9660 CD-ROM file system.
Make file system support and CD-ROM support, and support for making ISO files.
Make CD-ROM boot sector.
Detecting where you booted from is a huge challenge. If it's a standard intel ICH chip from Intel, I get ATA and SATA port I/O adfdresses and check them all and compare against my CD-ROM to see if it's the one I booted from.
Once, you're booted and know the port I/O of the CD-ROM you booted from and have hard drive support.
Copy-over files and write a hard drive boot sector.

It'll take you a few years full-time.

You're asking a stupid question. Short answer is you're not capable if you are asking.

Im sure Terry was speaking from a point of expeience.
A simple installer is a just as Terry described an optionless file transfer and boot sector installation tool.

To build an installer with options, requires some kind of GUI, also the base drvers fro CDROM, HDD and possible Network access.

A lot of coding...
